PUBLIC INPUT PERIOD NOW OPEN

NEW DEVELOPMENT DIRECTLY AFFECTING CLEARVIEW

CATHCART CROSSING

  • This project is estimated to add approximately 3,000 new daily trips to the area
  • Progress on Highway 9 is postponed till 2025
  • Each morning and evening Clearview experiences heavy traffic in all directions
  • The county has declared “No Significant impact” and is allowing this project to move forward

DESCRIPTION OF PROPOSAL: Approval of a Planned Community Business Zone Preliminary Site Plan and Urban Residential Site Plan approval for Cathcart Crossing, to allow construction of 286 townhome units, 93,800 square feet of mini-self storage, and a 3,000 square foot restaurant, on a 31.0-acre site.

  • This development will significantly impact Clearview residents using Highway 9, Broadway and streets accessing SR-522.  Plans to address the significant traffic issues that occur daily on SR 96 (Broadway) and Maltby Road/SR-522 appear to be in limbo. 
  • WSDOT states that, “SR 9 is an important corridor for both commuter and commercial traffic.  Traffic volumes have exceeded the capacity of the highway.  Higher traffic volumes also increase the risk of serious cross over and head-on collisions as drivers try to turn across heavy traffic.” [Emphasis added.]
  • The bridge over the river near Snohomish for Highway 9 was to commence 2019.
  • Fire/rescue and police services for the area are already limited.

RECOMMENDATION:  PUT THIS DEVELOPMENT ON HOLD UNTIL APPROPRIATE ROAD IMPROVEMENTS OCCUR

UGA, UGB, SWUGA BPS! Comprehensive Plan?? 

What does it all have to do with Clearview??!!

Turns out it has a lot to do with Clearview.  Our lovely rural area is in the headlights of oncoming population growth.  Our community exists just outside one of the fastest growing areas in the country and there is pressure on the county to use our area to help house the increased population growth being projected by VISION 2050.

Review and commenting on PSRC’s Vision 2050:The Puget Sound Regional Council wants to hear your thoughts about the draft VISION 2050 plan. Forecasts show the region needs to plan for another 1.8 million people, reaching a population of 5.8 million by 2050. VISION 2050 is the regional guide for how this growth can support thriving communities, a strong economy and a healthy environment. The draft plan contains the region’s multicounty planning policies and actions and a regional strategy for how and where we grow through 2050. The public comment period will run from Friday, July 19 through Monday, September 16, 2019 at 5 pm.

The SURVEY is HERE!!

Heads up, Clearview!  The Survey from Snohomish County Long-Term Planning is available to find out what YOU want to see happen in our area!  Now’s your chance, click here, answer the questions, write your comments, and let them know what you think!

Why a survey?  Because there are 10,000 of us!  and the people from the Southwest Urban Growth Area (SWUGA) Boundary Planning Study (BPS) want to get as much information as possible.

Will there be follow up?  After information is collected from all of us and other interested parties (yes, developers and others are having input as well), the people working on the planning study will be creating multiple scenarios for our area, including “no change”.  These scenarios will be presented in a Workshop put on by the county before midsummer this year.  We all will have opportunities to comment on the various scenarios.

What happens then?  This study is to provide information to the county commissioners that they can use when working on decisions around the 2023 Update to the Comprehensive Plan to meet the goals of the Growth Management Act for Snohomish County.

November 10, 2017 is the 242nd Birthday of the United States Marine Corps. Please join me as I honor my fellow Marines, past and present, with this 2017 annual birthday tribute video.

If you’ve served in the Marines, Army, Navy, Air Force or Coast Guard, I want to personally wish you a Happy Veterans Day. Thank you for protecting this great country of ours. Your commitment makes us proud.

This year also marks the 35th anniversary of the Vietnam Veterans Memorial Wall, which will be commemorated with a week of special events held in Washington, D.C. leading up to Veterans Day.

Roundabout at Elliot Rd & 164th: What are the surveyors doing?

Douglas McCormick, from Snohomish County Works, wanted us to pass this information on to the Clearview Community once he heard residents’ concerns at the Annual Town Hall:

The survey work and staking that residents see is so that we have an accurate base map to analyze alternatives for the intersection.  Our Traffic section is updating the traffic study / warrant analysis for the intersection.   This information will be used to determine the advantages and disadvantages of intersection design alternatives for our design report / design memo.  As I mentioned in the earier post,  we are early in the design phase for the project.  Potential alternatives for the intersection include: an offset signal, roundabout, and stop controlled intersection.  The design report/memo will also analyze possible alignment alternatives.  This work will begin later this year after the field survey and base mapping are completed.

Roundabout at 164th and Elliot Road– is it a done deal? No, says county’s road department

The short answer is “no” according to comments by Doug McCormick (Division Director, Snohomish County Public Works, Environmental and Transportation Services) at the CCA meeting on May 18th at the Horseshoe Grange Hall.  In a follow up email, Mr McCormick clarified further:

“…  This project will not move forward to construction until we have secured construction funding.  Since the adoption of the TIP in late 2016 the climate for federal funds and their availability has changed.  We have learned that the funds available under the Surface Transportation Program (STP) will not be available until 2021 at the earliest.  These funds are also contingent on a Federal re-appropriation and a competitive grant application process.  There is no guarantee of any construction funding at this time.

…This is an intersection improvement project with the goal of improving the alignment (and operation) of the intersecting roadways.  This can be done in a variety of ways, and the design team is just beginning the process of looking at viable options to improve this intersection.  Options under consideration are 1) a split signal with some roadway work and 2) a modified round about layout, other options may come to light as we develop the design report and engage in the public involvement process.

As the project team moves forward with the design, we will engage in a public involvement process so that we can consider all alternatives.  Please feel free to contact me directly with any questions that you may have and I will always worked to get you accurate answers to your questions.”
